The Welsh Government has opened a public consultation on changes to tax legislation in Wales, including possible changes to the Land Transaction Tax and Landfill Disposals Tax. These taxes are among the limited number of taxes that have been devolved to Wales.
Primary legislation is needed for some tax changes, while others can be changed by means of regulations. The aim of the consultations is to explore and consult public opinion regarding the most appropriate means of making changes in order to ensure that tax legislation can be updated efficiently when there is a need to do so. The hope is that this will allow the Welsh Government to be able to be more reactive to tax avoidance measures and changes to similar taxes on a UK level which are set in London.
In a statement Mark Drakeford said:
“Our Welsh taxes play a crucial role in funding the public services that matter to people across Wales. It’s important we have the right mechanisms in place to keep our tax system fair, effective and responsive to change. At the same time, we must ensure that the mechanism is appropriately scrutinised by the Senedd.
This consultation is about finding the best way forward for Wales – whether that’s through annual tax bills, different legislative processes, or improving our current system. I encourage anyone with an interest in how Wales manages its finances to have their say.”
The consultation is open until 28 November 2025 and is available by following this link. The findings of the consultation will be published earlier in 2026.
